Tourism and Culture Minister Prahlad Singh Patel has inaugurated the first-ever online exhibition on Ramayana. The weblink for the online exhibition is www.nmvirtual.in/Virtual_Tour/Ramayan.

Mr Patel addressed a webinar 'India's Heritage: Powering Tourism' on the occasion of World Heritage Day 2021 yesterday.  The online exhibition showcases forty nine miniature paintings collections of National Museum, New Delhi from different art schools of India.

Speaking on the occasion, Mr Patel said that India has a unique heritage of temples, dance, music, shastras which can not be found anywhere in the world. He said, protecting these invaluable inheritances for future generations is a collective responsibility and requires a renewed focus on community participation and awareness. The Minister said, it is the responsibility of the  younger generation to carry forward the task of promoting the vast heritage of the country with proper facts and timelines.

India to send consignment of 1,000 metric tonnes of rice & one lakh tablets of HCQ to Madagascar

 


 

India is sending a consignment of 1,000 metric tonnes of rice and one lakh tablets of HCQ to Madagascar.
 
External Affairs Ministry said, this is in response to the urgent appeal made by Madagascar for international solidarity and assistance to deal with the humanitarian crisis in South of Madagascar due to severe drought.
 
The humanitarian assistance is being delivered on-board INS Jalashwa, which will leave with the food and medical assistance on 3rd of March and is expected to reach the Port of Ehoala in Madagascar between 21st to 24th of March.
 
The prompt Indian assistance to Madagascar was conveyed today by External Affairs Minister Dr. S. Jaishankar in a phone conversation with Foreign Minister of Madagascar Dr. Tehindrazanarivelo Djacoba A.S Oliva.
 
During the conversation, Dr Jaishankar recalled the excellent bilateral ties of friendship between India and Madagascar and that India has always been among the first responders when it comes to assist the people of Madagascar in such humanitarian crisis.
 
The External Affairs Minister assured his Madagascar counterpart that as a maritime neighbour across the Indian Ocean, Government and people of Madagascar can always count on the support and solidarity of the government and people of India. The two Foreign Ministers also discussed other issues of mutual interest.
 
During this trip, INS Jalashwa will also have on-board an Indian Naval training team which is being deployed in Madagascar for capacity building and training of the Malagasy Special Forces for two weeks.
 
INS Jalashwa will also call at Port Anjoun in the Republic of Comoros where it will deliver a consignment of 1,000 metric tonnes of rice.

PM Modi to address 66th annual convocation of IIT Kharagpur via video conferencing today

 


Prime Minister Narendra Modi will address the 66th annual convocation of IIT Kharagpur at 12:30 PM today via video conferencing. The institute is organizing its convocation in virtual mode, keeping in view the safety measures during the post pandemic situation. Union Education Minister Ramesh Pokhriyal Nishank and Minister of State for Education Sanjay Dhotre will also attend the convocation.

As many as 75 students including nine Institute Gold medal winners and 66 Institute Silver medal winners have been invited to receive the awards in person. More than 2,800 students will be awarded degrees in online mode.

The Institute will also confer DSc, IIT Kharagpur Life Fellow Award and distinguished Alumnus Award to 27 achievers for their contribution to academics and research, social service and public welfare.

New Delhi: India’s former chief statistician and the present chairman of the government’s Standing Committee on Economic Statistics Pronab Sen says this financial year the economy will shrink around 11-12% and not just 7.7% as the NSSO has claimed. He says it’s likely that during the first half of the financial year the economy shrank by 24%. Even if the economy does not shrink at all in the second half of the financial year, over the year as a whole it will have shrunk 11-12%.

However, Pronab Sen adds that the budget announced on February 1 was the right budget for the country and he is happy with it. The problem is it doesn’t go far enough.

Pronab Sen said his real fear is that next year the economy could face an investment led crisis. “Investment is not happening because there is huge surplus capacity. If such a crisis does occur it would see growth fall off a precipice. This is not a problem that the government has addressed or even shown awareness of,” Sen said.

In aninterview to Karan Thapar for The Wire, Pronab Sen, who is also the Country Director of the International Growth Centre, spoke in depth both about the major announcements made by Nirmala Sitharaman in the budget as well as those that she deliberately chose to avoid. His interview is therefore a comprehensive tour d’ horizon of the budget that looks beyond the impression created by the budget speech to the reality of the budget details, which, on critical points, are often very different to and, even, contradict the rhetoric of the budget speech.

Sen told The Wire that the finance minister’s claim to have increased government expenditure by 28.4% in this financial year (ending March 31) is largely a supply side response and will have limited impact on boosting demand. A lot of the spending is to clear borrowings by the Food Corporation of India or fertiliser dues. Therefore, this does not match up to the finance minister’s claim “we have spent, we have spent, we have spent”.

However, Sen gave the finance minister credit for her fiscal honesty in declaring the fiscal deficit at 9.5%. Even though the budget still contains an off-budget element of 0.64% of GDP, he said this is a lot less than the 3% levels of off-budget items in earlier budgets. This is fiscal honesty, he said.

However, Sen said the opposite was true of the government’s claim to have increased expenditure on health by 137% to 2.23 lakh crore. This claim, made by the budget speech, is contradicted by the actual budget details which show that 58.7% of the 2.23 lakh crore is for drinking water, sanitation and vaccines and much of that will be spent by ministries other than the health ministry. He also pointed out the actual outlay on health has fallen by almost 10% if you compare RE to BE.

Pronab Sen pointed out that even the central government’s own outlay on health is not as large as the figures given in the budget at a glance suggest. This document suggests it is 0.33% of GDP compared to 0.31% last year. However, if you take into account that this year the size of the economy has shrunk then, in comparable terms to last year, the percentage will be considerably lower and not fractionally higher, Sen said.

Sen made a very similar point about the finance minister’s claim that CAPEX has increased by 34.5%. First, he said, if you compare BE to BE, it’s only increased by 26%. More importantly, he said, we don’t know whether this is payment that is owed to contractors for earlier commissioned projects, some of which are stuck, or for new projects. If it’s the former then it’s likely to have a supply-side effect rather than a demand-side effect.

 

Speaking to The Wire about the government’s proposal to create an Asset Reconstruction Company to handle NPAs, Sen said he did not approve of this idea. He said it could force public sector banks to take huge haircuts of up to 40% or more. And that, in turn, would affect their reserve position very adversely. If that happens it would inevitably force the government to take substantial steps to recapitalize banks.

Sen also questioned whether bank directors would be willing to agree to such haircuts – which amount to losses – without credible legislative protection against inquiries or prosecution by agencies like CBI or ED.

Sen made a similar point about the budget proposal to privatise public sector banks and an insurance company and sell assets like surplus land, airports, road and highways, oil and gas pipelines. He said civil servants would be very reluctant to sign-off on asset sales unless they too are guaranteed protection against adverse inquiries by investigating agencies.More importantly, Sen said strategic privatisation of public sector banks and insurance companies means they are likely to be bought by corporates and that could lead to the political charge of crony capitalism. He said the government will only go ahead with this proposal if the prime minister is prepared to face up to such political attacks by his opponents and not get deterred by accusations of ‘Suit-boot ki Sarkar’.

Turning to announcements the finance minister did not make in the budget, Pronab Sen told The Wire that there was still a need for direct income transfers to rural and urban poor – although not as great as it was a few months ago during the lockdown – which the finance minister has ignored. Consequently, he said, the finance minister has not done much to help MSMEs, which account for 30% of GDP and 45% of manufacturing, or the unorganised sector, which provides 90% of employment. It is only through income support that the government can help these sectors. Now, many of these enterprises could collapse and the government needs a plan to help those that remain viable. So far, he said, he is not aware of such a plan.

Speaking to The Wire about sectors of the economy that bore the brunt of the lockdown like hotels, hospitality, airlines, restaurants, tourism and much of the service industry, Sen said that whilst there was really nothing in the budget to help them, their future depends either on the rapid progress of vaccination or a change in the attitude of people, whereby fear and apprehension are replaced by a new determination to go out and lead a normal life.

 

 

Finally, Sen said there was very little in the budget that will directly help the unemployed by creating a large number of jobs. He said the budget’s stress on infrastructure would require a lead time of 7 or 8 months, if it envisages new projects. If, instead, it’s designed to expedite old or stalled projects or clear up government debts to contractors there’s likely to be no impact on employment.

The same, he said, is true of the impact of the budget’s stress on textiles on employment. The mega parks envisaged could take several years to create and if, as the budget speech said, the emphasis is on “plug and play” the new enterprises will be technology rather than labour-driven.

 

Pronab Sen ended The Wire interview by stating that his real fear is that next financial year India could see an investment led crisis. Utilization of capacity is well below 70-75% levels and there is no incentive for investors to invest. So, after present investment that is in the pipeline is completed, we could reach a point where there is no further investment forthcoming. At that point, he said, GDP growth could fall off a precipice. This, he said, is the fear looming on the horizon.

Uttarakhand Board Exams 2021 to be held from May 4 to May 22


 

In Uttarakhand, The High School and Intermediate Board examinations will be held from 4th May to 22nd May. Education Minister Arvind Pandey announced the exam date and said that the board examination results will be announced by July 15. Talking to the media at Pant Nagar in Udham Singh Nagar Yesterday , the Minister of Education said that from April 3 to 25, intermediate and high school practical examinations will be held. Board examinations will start from 4th May. He said that Evaluation will be done from 1st June to 15 June.

Out of 150 missing people, 12 rescued so far, 7 bodies recovered

 


The State Disaster Management Authority, Dehradun says that seven bodies have been recovered so far from Raini, Biraji, Alakapuri and Chchinaka villages. Out of 150 reported missing people, twelve persons have been rescued so far.
 
The flash flood due to the avalanche has destroyed houses situated at the river bank side. Five bridges have been damaged along with the residential and office complex of NTPC. The water level of Alaknanda river has stabilized. Teams of NDRF, SDRF, SSB, ITBP, and Defense personnel are actively participating in the rescue and relief operations.

The state government has issued helpline numbers for people stranded in affected areas. The numbers are- Disaster Operations Center number 1070 or 9557444486.

PM Modi to address diamond jubilee event of Gujarat High Court today

 

 

Prime Minister Narendra Modi will address an event marking the Diamond Jubilee of Gujarat High Court at 10:30 AM today through video conferencing. He will also release a commemorative postage stamp marking the completion of sixty years of the establishment of the High Court. Minister of Law and Justice Ravi Shankar Prasad,

Judges of Supreme Court and High Court of Gujarat and Chief Minister of Gujarat Vijay Rupani will be present on the occasion. Members of the law fraternity of Gujarat will also be present during the event.

Prime Minister Narendra Modi will address the Gujarat high court judges and members of its bar through video-conferencing. He will also release a commemorative postage stamp on the diamond jubilee of the Gujarat high court. According to the Gujarat High Court sources, the entire function will be held in virtual mode.

US extends New START Nuclear Arms Control Treaty with Russia for five years

 


United States has extended the New START (Strategic Arms Reduction Treaty) nuclear arms control treaty with Russia for five years. Announcing the move, US Secretary of State Antony Blinken said it made the world safer. He said an unconstrained nuclear competition would endanger us all.

President Joe Biden and his Russian counterpart Vladimir Putin reportedly discussed it by phone a week ago, and Mr Putin signed it into law on Friday. The treaty had been set to lapse on 5 February, as the Trump administration had refused to approve the extension. Now the pact has been extended to 5th February 2026.

The treaty, which first went into effect in 2011, limits the United States and Russia to deploying no more than 1,550 strategic nuclear warheads each and imposes restrictions on the land- and submarine-based missiles and bombers to deliver them.

Prime Minister Narendra Modi will inaugurate the Chauri Chaura Centenary Celebrations in Gorakhpur district of Uttar Pradesh at 11 AM today via video-conferencing. The day marks 100 years of the Chauri Chaura incident. Mr Modi will also release a postal stamp dedicated to the Chauri Chaura centenary during the event. In a tweet, the Prime Minister said that Chauri Chaura has a special place in the history of our freedom struggle. Uttar Pradesh Chief Minister Yogi Adityanath will also be present on the occasion.

The State government has launched a dedicated website Chaurichaura100.com to sensitise the young generation about the sacrifices of our great freedom fighters. Today’s event will also be streamed live on the website. The Chief Minister has ordered to include the historical event in the State Board curriculum.

Russian cops arrest scores of pro-Navalny supporters at nationwide rallies

Russian police have so far detained over 5,000 people at rallies across the country in support of opposition leader Alexey Navalny, according to the OVD-Info monitoring group.

His wife Yulia Navalnaya has also been detained, Navalny's allies said on social media.

The rallies are part of a campaign to win the release of President Vladimir Putin's staunch opponent, who was arrested on January 17 after returning from Germany.

Navalny had been recovering there after being poisoned by a nerve agent in Russia.

The 44-year-old opposition politician accuses Putin of ordering his murder, which the Kremlin denies.

Navalny is accused of parole violations which he says are trumped up. 

A court is due to meet next week to consider handing him a jail term of up to three and a half years.

Police detained people in protests held in cities across Russia's 11 time zones, according to the OVD-Info, a group that monitors arrests. 

In the far eastern port of Vladivostok alone, more than 100 people were detained after protesters danced on the ice and rallied in the city center.

The city of Novosibirsk in eastern Siberia saw one of the biggest rallies, with thousands marching across the city chanting "Putin, thief!" in a reference to an opulent Black Sea estate reportedly built for the Russian leader that was featured in a widely popular video released by Navalny's team. More than 80 protesters were detained. 

In Moscow, authorities introduced unprecedented security measures in the city center, closing subway stations near the Kremlin, cutting bus traffic and ordering restaurants and stores to stay closed.

Navalny's team initially called for Sunday's protest to be held on Moscow's Lubyanka Square, home to the main headquarters of the Federal Security Service, which Navalny claims was responsible for his poisoning. After police cordoned off the area around the square, the protest shifted to another central square a mile away. Police deployed in force at that location too, detaining scores and putting them into police buses.

As part of a multipronged effort by authorities to block the protests, courts have jailed Navalny's associates and activists across the country over the past week. His brother Oleg, top aide Lyubov Sobol and three other people were put Friday under a two-month house arrest on charges of allegedly violating coronavirus restrictions during last weekend's protests.

On the eve of the protests, Arkady Rotenberg, a businessman and Putin's former judo sparring partner, said he owns the property.

Police have warned that Sunday's protests have not been authorised and will be considered illegal and broken up as they were last weekend. They have also said demonstrators could spread Covid-19.

 

Officers detained more than 4,000 people at last Saturday's rallies, according to a protest monitoring group. 

Protesters in one city turned out in temperatures of -52 degrees Celsius. 

In Moscow, police appeared to struggle to find enough jail space. One protester said authorities only found him a cell late on Wednesday after arresting him on Saturday.

This weekend, Navalny's supporters in Moscow plan to gather near the Kremlin administration and the headquarters of the FSB, the KGB's successor, where protesters in 1991 famously toppled a statue of the secret police's founder during the Soviet breakup.

Police said on Friday they would close seven metro stations and restrict pedestrian movement in the area due to the protest plans.

Many of Navalny's prominent allies were targeted in a crackdown this week. Several, including his brother Oleg, are under house arrest.

Pulse Polio Programme for 2021 begins across the country


 

The countrywide Pulse Polio Programme for 2021 began today. President Ram Nath Kovind launched the programme on the eve of the Polio National Immunization Day by administering polio drops to children less than five years old at Rashtrapati Bhawan yesterday. The day is also popularly known as Polio Ravivar.


Speaking on the launch of the programme, Union Health Minister Dr Harsh Vardhan said, Polio-free certification of the entire South-East Asia Region of WHO including India on the 27th of March 2014 was a huge accomplishment in the history of India and Global Public Health. However, the Union Health Minister stressed on the  need to remain vigilant and maintain the population immunity against polio with sensitive surveillance till global polio eradication happens. He said,  poliovirus is still circulating in other parts of the world including our neighbouring countries which may re-infect us.

Dr Vardhan  said, The Universal Immunization Programme is focusing on protecting children from more diseases than ever before and has introduced several new vaccines in the recent past. He said, to provide additional protection to the  children, the Government of India has also introduced  injectable Inactivated Polio Vaccine into its routine immunization program.

टिकैत के आंसुओं ने किसान आंदोलन में फूंकी जान

किसान आंदोलनः हिंसक प्रदर्शन के दौरान दिल्ली के आईटीओ पर युवक की मौत

युवक की पहचान 27 वर्षीय नवरीत सिंह के रूप में हुई है. नवरीत ऑस्ट्रलिया में स्नातक की पढ़ाई कर रहे थे और हाल ही में भारत लौटे थे. वह उत्तर प्रदेश के रामपुर ज़िले के बिलासपुर तहसील के तहत आने वाले डिबडिबा गांव के रहने वाले थे.

नई दिल्ली: कृषि कानूनों के खिलाफ प्रदर्शन कर रहे किसानों ने बीते 26 जनवरी को दिल्ली में ट्रैक्टर परेड निकाला था, जो हिंसक हो गया. हिंसा के दौरान एक युवक की मौत होने की सूचना मिली है.

मंगलवार को आयोजित ट्रैक्टर परेड के दौरान दिल्ली के आईटीओ पर ट्रैक्टर पलटने से उसमें सवार युवक की मौत हो गई.

इंडियन एक्सप्रेस की रिपोर्ट के अनुसार, युवक की पहचान 27 वर्षीय नवरीत सिंह के रूप में हुई है. नवरीत ऑस्ट्रलिया में पढ़ाई कर रहे थे और हाल ही में भारत लौटे थे.

वह उत्तर प्रदेश के रामपुर जिले के बिलासपुर तहसील के तहत आने वाले डिबडिबा गांव के रहने वाले थे. बिलासपुर क्षेत्र के तमाम किसान दिल्ली में हो रहे किसान आंदोलन में शामिल हुए थे. रिपोर्ट के अनुसार, अधिकारियों ने बताया कि नवरीत तीन दिन पहले किसान आंदोलन में शामिल हुए थे.

दिल्ली पुलिस के एक वरिष्ठ अधिकारी ने बताया, ‘हमें टक्कर मारने की कोशिश में कुछ किसान हड़बड़ी में गाड़ी चला रहे थे. हमने ट्रैक्टर को बैरिकेड से टकराते हुए देखा. हमारे कर्मचारी उसे (युवक) बचाने गए, लेकिन आंदोलनकारी किसानों के एक समूह ने उन्हें रोक दिया. ऐसा संदेह है कि इस दुर्घटना के कारण उनकी मृत्यु हो गई.’

पुलिस ने बताया कि पुलिस को शव का पोस्टमाॅर्टम कराने से इनकार करते हुए आंदोलनकारी किसान युवक के शव को तिरंगे में लपेट कर आईटीओ क्रॉसिंग पर बैठे रहे.!

 

रिपोर्ट के अनुसार, हालांकि बिलासपुर क्षेत्र के एक किसान मनिदेव चतुर्वेदी ने पुलिस के इस बयान को खारिज किया है. उन्होंने दावा किया, ‘पुलिस ने नवरीत पर आंसू गैस का गोला छोड़ा. इसका एक टुकड़ा नवरीत के सिर पर लगा और उन्होंने स्टीयरिंग ह्वील पर नियंत्रण खो दिया. पुलिस ने उनकी कोई मदद नहीं की.’

अधिकारियों ने दावा किया कि मंगलवार को गाजीपुर और सिंघु बाॅर्डर से बड़ी संख्या में किसान आईटीओ पर जमा हो गए थे और नई दिल्ली जिले की ओर बढ़ रहे थे. जब इन्हें रोका गया तो इनमें से एक समूह हिंसक हो गया और बैरिकेड तोड़ दी. लोहे की ग्रिल और डिवाइडर को क्षतिग्रस्त किया तथा पुलिस पर गाड़ी चढ़ाने की कोशिश की.

नवरीत की मौत के बाद मंगलवार शाम को रामपुर जिला प्रशासन और पुलिस की एक टीम उनके परिवार से मिली है. रिपोर्ट के अनुसार, हालांकि प्रशासन ने अभी उनकी मौत की आधिकारिक पुष्टि नहीं की है.

नवरीत ने दो साल पहले शादी की थी और उनकी पत्नी भी ऑस्ट्रलिया में पढ़ाई करती हैं.

एक पुलिस अधिकारी ने बताया, ‘नवरीत के पिता साहब सिंह ने हमें बताया कि स्थानीय किसान, जो दिल्ली में हो रहे आंदोलन का हिस्सा थे, ने उन्हें बताया है कि उनके बेटे की मौत हो गई है.’

अधिकारी ने बताया, ‘परिवार ने हमें बताया कि नवरीत के दिल्ली में होने और किसानों के आंदोलन में शामिल होने की जानकारी उन्हें नहीं थी. परिवार ने बताया कि वह एक रिश्तेदार से मिलने बाजपुर (उत्तराखंड के उधमसिंह नगर जिले में) गए थे.’

रामपुर के जिलाधिकारी आंजनेय कुमार सिंह ने बताया कि परिवार को संदेह है कि वह बाजपुर से दिल्ली गए होंगे. उन्होंने यह भी कहा कि नवरीत की मौत की आधिकारिक सूचना पाने के बाद वह आगे की कार्रवाई करेंगे.

बिलासपुर के सर्किल अधिकारी ने कहा, ‘परिवार ने हमें बताया कि नवरीत ऑस्ट्रलिया से स्नातक की पढ़ाई कर रहे थे और कुछ कारणों से वापस लौट आए थे. अभी कारण का सत्यापन करना बाकी है.’

उल्लेखनीय है कि प्रदर्शनकारी किसानों की राष्ट्रीय राजधानी के कई स्थानों पर पुलिस के साथ झड़प हुई और सैकड़ों किसान पूर्व निर्धारित मार्ग से हटकर ऐतिहासिक लाल किले के परिसर एवं शहर के केंद्र आईटीओ पहुंच गए, जिससे सुरक्षाकर्मियों को लाठी चार्ज करना पड़ा एवं आंसू गैस के गोले छोड़ने पड़े.

आईटीओ पर उस समय अराजकता का माहौल देखने को मिला जब डंडों से लैस सैकड़ों प्रदर्शनकारी पुलिसकर्मियों को दौड़ाते नजर आए और वहां पुलिस द्वारा खड़ी की गई बसों को ट्रैक्टर से धकेलते दिखे.

मालूम हो कि केंद्र सरकार द्वारा लगाए गए कृषि से संबंधित तीन विधेयकों– किसान उपज व्‍यापार एवं वाणिज्‍य (संवर्धन एवं सुविधा) विधेयक, 2020, किसान (सशक्तिकरण एवं संरक्षण) मूल्‍य आश्‍वासन अनुबंध एवं कृषि सेवाएं विधेयक, 2020 और आवश्‍यक वस्‍तु (संशोधन) विधेयक, 2020- के विरोध में पिछले दो महीने से किसान दिल्ली की सीमाओं पर प्रदर्शन कर रहे हैं.

इसे लेकर सरकार और किसानों के बीच 11 दौर की वार्ता हो चुकी है, लेकिन अभी तक कोई समाधान नहीं निकल पाया है. किसान तीनों नए कृषि कानूनों को पूरी तरह वापस लिए जाने तथा न्यूनतम समर्थन मूल्य (एमएसपी) की कानूनी गारंटी दिए जाने की अपनी मांग पर पहले की तरह डटे हुए हैं.!
